Mobility 21 Advisory Board Member Spotlight:
Lisa Larroque Alexander
Director of Technology Solutions, SoCalGas

As Director of Technology Solutions for SoCalGas, a Sempra Energy utility, Lisa Larroque Alexander is responsible for bringing clean transportation options to heavy duty trucking fleets and transit buses in Southern and Central California. Lisa also leads the company’s renewable natural gas market development initiatives as well as research and development of new technologies that help Southern California businesses operate more efficiently and cleanly.

Under Lisa’s leadership, SoCalGas has continued its commitment to helping local fleets operate more efficiently and cleanly.  In 2015 alone, SoCalGas launched its alliance with the California Trucking Association to bring education on fueling options to heavy duty fleet owners and operators; introduced a new “Try Before You Buy” program with Ryder, where fleet owners and operators can test drive a Class 6, 7 or 8 natural gas vehicle at no cost for up to two weeks; and conducted a series of educational workshops around Southern and Central California to help fleet owners and operators understand how natural gas vehicles can help their businesses.

Previously, Lisa has held leadership roles in management consulting and strategic marketing.  She has over 20 years of experience advising Fortune 500 companies in the areas of business development, marketing and change management, including industry leaders in entertainment, financial services and energy.  In addition to her corporate work, Lisa has worked extensively with local and international non governmental organizations on issues of social justice.

Lisa is Vice Chair of the California Natural Gas Vehicle Coalition board; member of Energy Solutions Center board; and an alumna of Leadership California.  She holds a Bachelor of Arts in Political Science, cum laude and with departmental honors, from the University of California, San Diego.

Jim McCluskie

Vice President, Transportation Group Leader, Moffatt & Nichol

James McCluskie has more than 30 years of engineering, management, and project oversight experience for transportation, rail, and water projects. He has worked on major transportation projects through design-build, public-private partnerships (P3), and design-build-finance-operate procurement methods. He has a proven ability to provide direction and assistance to engineers, designers, and technical specialists. His experience includes defining business goals and translating these goals into actionable plans. His strategic management skills in long-range planning and programming are based on his ability to understand and interpret client management hierarchy, site criteria, engineering systems, and project funding sources. Currently, James is Moffatt & Nichol’s Vice President and Transportation Group Leader for the Long Beach office.

Prior to joining Moffatt & Nichol in 2011, James served as Senior Vice President at PBS&J, and previous to that, as President of AMEC Infrastructure for 15 years where he managed offices throughout the U.S. and Canada.

Moffatt & Nichol provides design engineering services for the nation’s transportation infrastructure and has a current portfolio of 6,000 projects. In the past decade alone, the firm has prepared final PS&Es for the construction of more than 700 bridge and highway projects throughout California. James is focused on expanding Moffatt & Nichol’s Transportation capabilities and is building upon a workforce of planners, designers and transportation engineers—many of whom have more than 25 years of experience in the design of bridge, roadway, and transportation structures.


Public Comment Period for
SCAG RTP/SCS Ends Today

On December 3, SCAG released the Draft 2016-2040 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) for public review and comment. The 60-day comment period will close at 5 p.m. today.

Background
Every four years, SCAG prepares an updated RTP/SCS for the six-county region it serves: Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura. The RTP/SCS details how the region will address its transportation and land use challenges while meeting federal air quality emissions standards and state greenhouse gas reduction targets. Ultimately, the vision of the RTP/SCS is to improve the quality of life for the region’s residents through integrated transportation and land use strategies that meet the needs of a growing population and changing demographics over the next 25 years. The SCAG region will be home to 22.1 million people in 2040 – up 3.8 million from 2012. Improving mobility is essential if we are to accommodate both the increase in people and the job growth needed to sustain our economic viability. The 2016 RTP/SCS identifies $556.5 billion in transportation investments that will improve mobility and reduce congestion, improve air quality and create economic opportunity.


91 Steer Clear: 91 Project in
Corona to Require Full Closure

A full closure of eastbound and westbound 91 between the 71 and I-15 will occur from Friday, February 19, 2016 at 9 pm to Monday, February 22, 2016 at 4 am. For details about the 91 Steer Clear, please visit http://www.sr91project.info/91-steer-clear.

The 55-hour weekend closure of the 91 will allow crews to consolidate three major construction activities and help ensure the safety of project crews and motorists by eliminating the possibility of conflicts. In case of rainstorms or inclement weather, the closure will be postponed to the next weekend, weather permitting.

Because of the impact that a full closure will have on this heavily traveled roadway, motorists are urged to “steer clear” of the area during this closure. To minimize major travel delays and impacts during the closure, RCTC strongly recommends that motorists plan ahead, avoid travel in the area or stay home. Motorists traveling on the 91, the 71 or I-15 near the project area during the closure period can expect travel delays of three to four hours. If travel cannot be avoided, motorists can use the 57, 60 and I-10 as alternate routes.


SANBAG Granted Use of Local and Veteran Hiring Preferences Under Federal Pilot Program

The San Bernardino Associated Governments (SANBAG) Board of Directors approved the award of a construction contract to MCM Construction, Inc. to build bridge and interchange improvements at the Interstate 10/Pepper Avenue Interchange. Construction activities are expected to begin by Spring 2016.

One of the more notable features of this project is the introduction of a pilot program from the Federal Highway Administration that allows for a geographic labor hiring preference and veterans hiring preference. SANBAG requested the opportunity and it represents one of the first-of-its-kind to be granted. Local and veteran hiring preferences have long been desired by area elected officials and community leaders. The outcomes of this program may contribute to a change in direction on future federally funded projects in San Bernardino County.

The improvements at I-10/Pepper Avenue are scheduled to be complete by early 2018.


Transportation Corridor Agencies Experience Double Digit Revenue Growth

Traffic and revenue on the Transportation Corridor Agencies’ (TCA) 51-mile toll road network have been growing with Orange County’s regional economic recovery. Since the start of the fiscal year in July 2015, traffic on the 133, 241 and 261 Toll Roads has increased 9.6 percent and revenue has increased 12.8 percent, compared to the same period the year before. Traffic on the 73 Toll Road has increased 10.9 percent and revenue is up 13.6 percent. Drivers also continue to sign up for FasTrak®, which saves drivers $1 for every transaction on The Toll Roads in Orange County and can be used on all toll bridges, lanes and roads in California. Each month, approximately 6,000 new FasTrak accounts are established, resulting in more than half a million FasTrak accounts.

Road Charge Pilot Program

The California Road Charge Pilot Program is a multi-year endeavor that strives to engage the public in order to gain input and feedback on a road charge. The charge is a policy where drivers pay to help maintain the roads based on the distance they travel or a period of time they use the roads, rather than the amount of gasoline they consume. Due to shrinking funding from the gas tax, increased road maintenance cost, the age of roadways and more fuel-efficient vehicles, California’s transportation system will continue to get worse without the funds to sustain them. In response to this problem, the Legislature passed SB 1077 directing California to conduct a pilot program to study the feasibility of a road charge as a replacement for the gas tax to pay for road maintenance. Currently, 5,000 drivers are needed to participate in a one-year pilot project, at no cost to volunteers. Click here to learn more and click here to volunteer to participate in the pilot program.


SANDAG Seeks Public Opinion for
Potential Ballot Measure

SandagLogoIn preparation for a potential ballot measure to fund transportation projects and other important regional infrastructure, SANDAG is asking the public to share their priorities for the region’s future.

SANDAG is currently considering a funding measure that could help pay for projects and programs laid out in the recently adopted Regional Plan – as well as other potential investments such as city projects, water quality improvements, and habitat conservation.

“Our message is simple: We want to hear from you,” said County Supervisor and SANDAG Board Chair Ron Roberts. “What do you think needs to be done – in terms of transportation and other regional infrastructure – in order to keep our community moving forward?”

The SANDAG Board of Directors is considering placing a measure on the November 2016 ballot that would ask voters regionwide to raise the sales tax by up to a half cent in order to fund a specific list of projects and programs. The Board has not yet determined exactly what will be included on that list.

The current outreach effort will engage the community on that question – and there are three ways to participate:

  • North County Inland and East County focus: Tuesday, January 26 from 6-7 p.m.
  • Central San Diego and South County focus: Wednesday, January 27 from 6-7 p.m.
  • North County Coastal and northern San Diego focus: Thursday, January 28 from 6-7 p.m.
  • Spanish/Español: Monday, February 1 from 6-7 p.m. / Lunes, 01 de febrero de 6-7 p.m.

Survey: The public is invited to take a quick survey to identify the types of projects and programs most important to them. Participants will choose from transit, highway, active transportation, water quality, city projects, and habitat conservation categories, as well as share any other ideas they have for our region’s future.

Public Meetings: Everyone is invited to join upcoming public meetings to provide input in person.

All these meetings will take place in the SANDAG 7th floor Board Room at 401 B Street, San Diego 92101 except the SANDAG Board Retreat, which will be held at Barona, 1932 Wildcat Canyon Road, Lakeside 92040.

In October – following three years of extensive public engagement – the SANDAG Board of Directors approved a $204 billion long-range regional vision known as San Diego Forward: The Regional Plan. With a focus on creating additional transportation choices, the Plan was crafted to support our economy and job creation, improve mobility, create healthy communities, and meet our environmental goals, including preserving half the region as open space and meeting our greenhouse gas reduction targets.
