Steve Agor, P.E.

Skanska

Steve Agor, Vice President Business Development for Skanska, leads government affairs, alternative delivery procurements and business development efforts for Skanska’s Civil Western United States business. During his 30+ years in the engineering and construction industry, Steve has led the planning, engineering and construction management of complex infrastructure projects. He enjoys working with customers, utilizing his engineering background, to find innovative solutions that work given each project’s unique constraints of the environmental impacts, community needs, budget limitations and project objectives.

Steve currently focuses on Skanska’s strategic business opportunities; including government affairs, joint venture partnering and designer teaming for alternative delivering procurements. Through these efforts, he works with extended Skanska teams to determine the most cost-effective solution that meet or exceed project goals. Volunteering has long been a component of Steve’s professional and personal life. Outside of work, Steve was a 10+ year board member for Lake Forest Little League, served numerous leadership roles for Cub Scouts and continues to volunteer as a Little League Umpire.

As Bechtel Infrastructure Corporation (Bechtel) continues its 37-year relationship supporting the Riverside County Transportation Commission (RCTC), there are more projects on the horizon.

Bechtel and RCTC are partnering up on completing the final design for the Metrolink Double Track; a project moving between Moreno Valley and Riverside that includes an upgrade of 6.5 miles of existing freight railroad track.

There’s also work ahead on the proposed I-15 Express Lanes Southern Extension Project (I-15 ELPSE). It will improve and manage traffic operations, congestion, and travel times along the corridor by extending the I-15 ELPSE 15.8 miles from El Cerrito Road in Corona, through Temescal Valley to State Route 74 (Central Avenue) in Lake Elsinore.

The Foothill Gold Line reached a significant milestone with the completion of the 9.1-mile light rail segment between Glendora and Pomona in Southern California’s San Gabriel Valley. The project, which was substantially completed in January, has now been handed over to LA Metro for final testing, training, and preparations for passenger service, which is expected later this year.

This extension of the Metro Gold Line is an essential piece of the region’s vision for a more connected and sustainable transportation system. Southern California Edison (SCE) provides a myriad of programs and services to help customers meet regulatory requirements and navigate the transition to light, medium, and heavy-duty zero-emission vehicles. SCE’s Charge Ready Transport Program offers low-to no-cost electrical system upgrades to support the installation of electric vehicle (EV) charging equipment for qualifying vehicles. This program provides a unique opportunity for transit agencies and fleet operators choosing to acquire EVs by providing support and reducing the costs associated with the necessary charging infrastructure.

When a customer is approved to participate in the program, SCE will design, construct, and install the necessary infrastructure on both the utility-side and customer-side of the electric meter. I-5 South County Improvements Open with Dedication Event Celebrating Smoother Travel Through South Orange County 

Local and state officials gathered recently to commemorate completion of the I-5 South County Improvements Project, a major milestone in enhancing mobility, safety, and connectivity through one of Southern California’s busiest freeway corridors.

The $687 million project, led by the Orange County Transportation Authority in partnership with Caltrans, spans 6.5 miles between SR-73 and El Toro Road. It delivers vital freeway upgrades and modernized infrastructure for drivers, pedestrians, and cyclists traveling through the cities of Laguna Hills, Mission Viejo, Lake Forest and Laguna Niguel.

“This is a major milestone for South Orange County and the region, and I’m thrilled that we are delivering on our promise to ease traffic congestion and improve connectivity for all who rely on the I-5 freeway,” said OCTA Chairman Doug Chaffee, also Orange County’s Fourth District Supervisor. “This project allows residents, workers, and visitors to spend less time sitting in traffic and more time enjoying everything Orange County has to offer.”

The dedication event, held April 16, marked the completion of all major roadway improvements, including:

  • Added second carpool lane between Alicia Parkway and El Toro Road
  • A new regular lane added in each direction
  • Interchange improvements and reconstructed ramps at La Paz Road, Avery Parkway and Los Alisos Boulevard
  • Upgrades to local streets, sidewalks, and bike lanes for improved safety and connectivity
  • Decorative retaining walls reflecting South County’s ranching heritage

Crews broke ground on the project in summer 2019 and worked on the project in three segments, working through unusually heavy rainy seasons and the COVID-19 pandemic to make the important transportation improvements.

With approximately 390,000 vehicles traveling this stretch of freeway each day, the improvements are expected to significantly reduce bottlenecks, enhance safety, and provide more consistent travel times for daily commuters and visitors alike.

“The I-5 South County Improvement Project is another great example of Caltrans’ successful partnership with OCTA,” said Caltrans District 12 Director Lan Zhou. “The improvements on this important highway will create a safer and more efficient travel experience for all motorists. We would like to thank members of the public for your patience during construction. Enjoy the better performing corridor and drive safely.”

The project was funded primarily by Orange County voter-approved Measure M, a half-cent sales tax for transportation improvements, with additional support from state and federal funding sources.

While some final work on landscaping and electrical systems continues, all freeway lanes and major improvements are now open and fully operational.

SCAG’s ‘Mobility Hub Design and Implementation Guide’ Helps Local Planners Overcome Obstacles

To support locals in overcoming these challenges and advance mobility hubs across Southern California, SCAG recently published the “Mobility Hub Design and Implementation Guide”—a step-by-step guide for local jurisdictions to consult when navigating the process to identify, develop, and implement mobility hubs in their communities.

Mobility hubs—facilities providing comfortable, seamless transition between different travel modes—are a relatively new transportation and land use planning tool, increasingly implemented around the country and region. Mobility hubs promise a flexible, affordable, and local solution for one of the biggest challenges facing communities of all shapes and sizes in Southern California: how to support more multimodal transportation options.

SCAG Sustainable Communities Program Releases ‘Smart Cities and Mobility Innovations’ Call for Projects Final Report

SCAG recently published the final report for the Sustainable Communities Program – Smart Cities and Mobility Innovations funding cycle. This call for projects funded curb data collection and inventory, technology assessment and adoption, parking management, and permitting process evaluation. These resources supported local jurisdictions in improving the efficiency and performance of the transportation system by implementing curb space management measures that encouraged shared modes, effectively managed parking, and supported commerce and the growth of housing and employment in job centers.
