Steve Agor, Vice President Business Development for Skanska, leads Skanska’s government affairs and alternative delivery procurement business development and proposal efforts for Skanska’s Civil Western United States business, with primary focus on the California transportation market. During his 28 years in the engineering and construction industry, Steve has led the planning, engineering and construction management of complex infrastructure projects.
He enjoys working with customers, utilizing his engineering background, to find innovative solutions that work given each project’s unique constraints of the environmental impacts, community needs, budget limitations and project objectives.
Steve currently focuses on Skanska’s strategic business opportunities; including government affairs, joint venture partnering and designer teaming for alternative delivering procurements. Throughout these efforts, he helps Skanska teams determine the most cost-effective solution that meet or exceed the project’s goals. Volunteering has long been a component of Steve’s professional and personal life. At home, Steve was a 10+ year board member for Lake Forest Little League, served numerous leadership roles for Cub Scout Pack 765 – and currently volunteers to umpire Little League baseball games.
Steve earned his Bachelor of Science in Civil Engineering from California State University Long Beach, holds a certificate in Project Management from University California Irvine (Extension) and is a Registered Civil Engineer in the State of California. Lopez holds a bachelor’s degree in business economics from the University of California at Santa Barbara and a master’s degree in public policy from University of California at Los Angeles where he was a Bohnett Mayoral Public Service Fellow in the Los Angeles Mayor’s Office of Economic Development.

How L.A. Is Preparing Transportation and Mobility for the 2028 Games
The Los Angeles Department of Transportation (LADOT) delivered an update on the status of the 2028 Olympic and Paralympic Games Transportation Plan to the Los Angeles City Council Transportation Committee on Wednesday. LADOT shared updates on First Last Mile, mobility and safety projects, and preparedness for the upcoming FIFA World Cup Games. LADOT is releasing a comprehensive report detailing workstreams the Department is leading to prepare for the Games and workstreams in partnership with Caltrans and LA Metro.

OCBC Engages Federal Leaders on Key Economic Priorities
OCBC President and CEO Jeff Ball was in Washington, D.C. this past week, meeting with the U.S. Chamber of Commerce and members of Orange County’s congressional delegation.
Discussions focused on advancing policies that support economic growth, including reauthorization of the Surface Transportation Act, federal permitting reform and workforce challenges being faced by businesses, which includes the need for meaningful immigration reform.

Coachella Valley Rail Advances to Next Stop as Commission Approves $80 Million for Environmental Study
CV Rail project moves into next phase of environmental work
On January 29, Coachella Valley Rail (CV Rail) reached an exciting new milestone with the Commission’s approval of $80 million to HDR Engineering to begin the next phase of environmental studies, helping move the project one step closer to reality. This proposed passenger rail service will expand mobility choices in southern California, connecting communities, fueling economic growth, and giving travelers a fast, convenient choice to move across the region.

“CV Rail is a vital transportation investment that will connect Riverside County — particularly the San Gorgonio Pass and Coachella Valley — with the rest of Southern California through daily passenger rail service. This project delivers benefits that will positively impact our region for generations. At its core, CV Rail is all about offering residents, visitors, and commuters better choices and smart alternatives to traveling solely by automobile,” said Raymond Gregory, Chair of RCTC and Mayor of Cathedral City. “While there is still work ahead, today’s decision brings us one important step closer to construction.”
This next phase will include the preparation and delivery of an environmental document that meets all state and federal regulatory requirements, design, and station planning in collaboration with Caltrans and other partners. The Commission unanimously certified the Final Tier 1/Program-Level Environmental Impact Statement/Environmental Impact Report in 2022. In 2023, the Federal Rail Administration added CV Rail to the Corridor ID program – putting the project in a position to better compete for federal funding to advance to final design and construction.
Once completed, CV Rail will establish daily intercity passenger rail service along a proposed 144-mile corridor connecting Los Angeles and the Coachella Valley, with planned stops at Los Angeles Union Station, Riverside, and destinations in the Coachella Valley. The project, along with future investments in our region’s rail network, represents the Commission’s ongoing commitment to delivering transportation projects that offer Riverside County residents convenient mobility options.

Port of Long Beach Sponsorship Call Open May 1-29
Nonprofit organizations are invited to apply for the Port of Long Beach’s Community Sponsorship Program, which funds community events and activities that help inform residents about the Port. The events center on the arts, environment, education, social justice and historic preservation.
Community groups may submit sponsorship applications online from May 1 through 5 p.m. Friday, May 29. Events in this sponsorship call must be after Aug. 1. Applicants are advised to plan well in advance, as this allows time for the review, consideration and recommendation process prior to a decision by the Board of Harbor Commissioners.
Applications are judged on how effectively the proposed events and activities can help the Port inform the community of its critical role as an environmental steward, economic engine and job creator. Events chosen should include promotional, marketing and community outreach opportunities for the Port. The sponsored events and programs help spread awareness about the Port’s operations, initiatives and community investment.
If sponsorship applicants have questions about the program or application process, the Port is holding drop-in office hours from 8 a.m. to 4 p.m. on Wednesdays May 6, May 13 and May 20 in the Port Administration Building Lobby, 415 W. Ocean Blvd., Long Beach 90802.

The Port accepts sponsorship applications three times a year, in January, May and September. For the previous call in January, Harbor Commissioners awarded a record 364 community sponsorships totaling $1,174,900.

2026 ‘State of the Region’ Report Released
SCAG staff presented the “2026 State of the Region” report to the SCAG Joint Policy Committee meeting in April.
The presentation detailed SCAG’s increasing development activity for the Connect SoCal 2050 Regional Plan/Sustainable Communities Strategy. During this meeting, members heard updates on data collection and inputs for this next plan cycle along with highlights from the “2026 State of the Region,” which lays the groundwork for planning activities to roll out over the next year.
SCAG’s “2026 State of the Region” report examines baseline conditions in the SCAG region to identify emergent issues and future regional planning needs. The report tracks progress across Southern California on implementing strategies from the four pillars of Connect SoCal 2024: mobility, communities, environment, and economy.
