Kristin Decas
CEO and Port Director, The Port of Hueneme
Kristin Decas took the helm of the Port of Hueneme in 2012, laser-focused on prospering economic, environmental and community enrichment. On Kristin’s watch, trade volumes have grown 80 percent, and revenue has climbed 133 percent. The Port’s total economic activity has soared by 250 percent, increasing from $800 million to $2.8 billion. Trade-related jobs have jumped 145 percent from 10,000 to 25,000 jobs and tax revenues for vital community services have risen by 224 percent. In FY2024, the Port realized its strongest sustained trade year since its inception in 1937, moving over $18 billion in cargo value.
Since Kristin took the CEO post, she has transformed the Port of Hueneme from a primarily breakbulk-supporting terminal into a national leader in refrigerated containerized cargo and a critical hub for fresh produce on the West Coast. Under Kristin’s leadership, the Port has become the 4th largest container port in California and holds the 6th largest market share in the US. for refrigerated cargo. She also advanced the Port’s position as a top auto gateway, moving over 415,000 autos in CY24, earning Hueneme a spot as the 5th busiest auto port in the nation and placing it overall in the top 10 percent of US. ports for both autos and fresh produce.
Kristin has prioritized meaningful engagement with the local community, ensuring that port initiatives align with the needs of the region. Under her leadership, the Port has expanded its community outreach efforts through youth education opportunities including tours, robotics competitions, and a twelve-week Global Trade & Logistics class offered in collaboration with the Oxnard Union High School District. The Port of Hueneme also invests in a Community Benefit Fund that goes towards projects that bring improvements to both the City and the Port. One of the Port’s biggest annual community events is its Banana Festival, a beloved regional event now in its 12th year. The festival attracts 12,000 attendees to celebrate the Port’s role in economic vitality while highlighting local art, food, and entertainment.
Environmental stewardship is a key focus under Kristin’s leadership. Her direction has helped launch award-winning and notable sustainability initiatives including shore power, equipment electrification, emission reduction, and clean-air programs. Hueneme was the first Green-Marine certified port in the state and is also a leading Blue Skies Blue Whales ambassador. Currently, the Port has $122 million of environmental projects underway. All of this has positioned the Port of Hueneme as a model for clean maritime operations.
Kristin currently serves on high-profile county, state, and federal transportation and economic development boards. Kristin lives in Oxnard with her husband and is the proud mother of two daughters.

Mario Orso, P.E.
Chief Executive Officer, SANDAG
As the CEO of SANDAG, Mario Orso brings a wealth of knowledge and passion in leading the agency to deliver more than 200 projects across the San Diego region that improve mobility, equity, safety and our economy.
Mario oversees the agency’s $1.3 billion annual budget, implements policies set by its Board of Directors, and leads a staff of more than 400 professionals who plan, implement and build regional solutions.
With more than 30 years of transportation planning experience, Mario is dedicated to successfully building teams, delivering major infrastructure projects, and bringing in hundreds of millions of dollars to serve the San Diego region.
Prior to joining SANDAG in 2024, Mario held several leadership positions with Caltrans District 11 in San Diego and Imperial counties as Chief Deputy Director, Corridor Project Director for the South County and Trade Corridors, the district’s First Native American Liaison, and Intergovernmental Review Branch Chief. In 2023, he was appointed Acting Caltrans District 12 Director in Orange County.
Mario holds a bachelor’s degree in civil engineering from San Diego State University, a certificate in Project Management from Sacramento State University, and is a licensed professional engineer in the State of California.

Since 1927, Mark Thomas has met the needs of our clients and communities throughout California. The SR 47/Front Street and Harbor Boulevard Interchange Improvements project is currently under construction and is enhancing a key access point to the Port of Los Angeles (Port); one of the nation’s busiest freight corridors. The project is replacing outdated infrastructure with a modern, multi-modal interchange that will improve truck access, reduce congestion, and enhance safety for all users. Planned improvements include realigned intersections, updated ramp geometry, retaining walls, and new facilities for pedestrians and bicyclists along Front Street which will advance both freight efficiency and complete streets goals for the City of Los Angeles.
Construction in this constrained, high-traffic environment requires close coordination with the Port, Caltrans, and local stakeholders. The team has developed phasing and traffic management strategies that minimize disruptions while maintaining essential Port and community access. The project is currently under construction and expected to be completed by the end of 2026.

Port of Los Angeles
The Port of Los Angeles is one of the world’s busiest seaports and leading gateway for international trade in the Western Hemisphere. It has ranked as the No. 1 container port in the United States each year since 2000. Located in San Pedro Bay, the Port encompasses 7,500 acres of land and water along 43 miles of waterfront. Separate from ongoing emergency repairs in San Clemente reinforcement areas, OCTA is studying options for reinforcing the rail line for approximately the next 30 years and encourages public input.
OCTA Continues to Push Forward on Coastal Rail
As part of ongoing efforts to protect a vital rail link in south Orange County, the Orange County Transportation Authority is working with stakeholders and the public to study solutions for reinforcing the rail line for the approximately the next 30 years.
Earlier this summer, OCTA held two public meetings, one in-person in San Clemente and the other virtual by Zoom to discuss approximately 20 draft alternative concepts that could potentially be implemented to reinforce the rail line and the adjacent bluffs and beach.
OCTA is seeking public input to help refine these concepts and decide on which alternatives to include in the final study, expected to be completed in 2026.
The Coastal Rail Resiliency Study is focused on identifying strategies to ensure the continued operation of passenger and freight trains along a vulnerable seven-mile segment of coast between Dana Point and the San Diego County line. This study is separate from emergency reinforcement work currently underway in San Clemente to address immediate threats to the rail line from coastal erosion and unstable bluffs.
OCTA and its project partners have developed a list of potential alternatives to address future threats to the rail corridor. These potential options include both nature-based and engineering solutions, such as sand nourishment and retention, slope grading, catchment walls, drainage improvements and elevating the tracks in sections.
Whichever alternatives are eventually selected, with the help of the public’s input, are intended to maintain rail service for at least the next 30 years while more permanent solutions are explored.
The rail line is part of the 351-mile LOSSAN Corridor, the nation’s second-busiest intercity passenger rail route and a critical freight route that also serves U.S. military logistics. Since 2021, repeated closures in the San Clemente area due to storm damage and land movement have underscored the need for both emergency protections and forward-looking planning.

‘Revisiting the Intergenerational Contract’
Register today for the 2025 Southern California Demographic Workshop, presented by SCAG and the Sol Price School of Public Policy at the University of Southern California. This 36th annual event will gather local leaders, elected officials, and regional experts to network and learn about key demographic signals specific to the Southern California region and its communities.
This year’s workshop, “Revisiting the Intergenerational Contract,” aims to create a deeper understanding of how groups in society rely on one another across generations and between lifecycle stages. From immigrant workers’ contributions in key jobs to evolving roles at different life stages, the workshop will explore the networks of care, labor, and shared responsibility essential to long-term prosperity. Panels will address the new demographic outlook, growing workforce needs, contributions of both immigrants and young Californians, and the fundamental lifecycle-sharing that creates mutual support across groups in different life stages.
The event will take place at SCAG’s main office in Downtown Los Angeles, with an online option for attendance, on Oct. 1.
IE Commuter Recognized with National Award for
Advancing Transportation and Mobility
IE Commuter, a program funded by San Bernardino County Transportation Authority (SBCTA) and Riverside County Transportation Commission (RCTC) has been honored with the prestigious Transportation Demand Management (TDM) Industry Impact Award at the Association for Commuter Transportation (ACT) 39th Annual International Conference.
“We are proud to receive this national recognition for our collaborative efforts with RCTC,” said SBCTA President Rick Denison. “This award reflects the deep commitment of SBCTA to improving the daily lives for our residents by expanding their access to affordable and reliable commuting options.”
“Using carpools, vanpools, and public transportation significantly eases regional transportation congestion,” said RCTC Chair Karen Spiegel. “I am proud of the national recognition our IE Commuter program has in collaboration with our valued partners at SBCTA. Together, we are demonstrating our commitment to improving mobility for Inland Empire residents”
This ACT National Award recognizes outstanding programs that demonstrate measurable impact in advancing Transportation Demand Management (TDM), improving mobility, reducing traffic congestion, and enhancing air quality.
IE Commuter was recognized for its leadership in shifting solo drivers towards shared commute modes through a coordinated blend of employer partnerships, incentive programs, education, and ridematching technology. Serving the Inland Empire, home to more than 4.6 million residents who often face long, complex commutes, the program helps make it easier for commuters to carpool, vanpool, and use public transit instead of driving alone. These efforts help residents save money and time, while reducing emissions, and improving air quality across the region.
