Andrew Liu
Senior Vice President, US West Transportation
AECOM
Andrew Liu is Senior Vice President for US West Transportation. In his current role, Andrew oversees all business aspects for Aviation and Ports & Marine for 33 states in the western United States; and Transit-Rail, Highways & Bridges, Intelligent Transportation Systems, and PMCM for the west coast. Andrew is based out of AECOM’s Downtown Los Angeles office. Prior to this role, Andrew served as head of growth for all of US West Transportation.
Andrew is a native Angeleno and is a civil engineer by background, with approximately 25 years of experience in design, construction, and project management of transportation infrastructure including transit systems, highways, bridges, airports, and ports. Liu has also held other senior leadership roles at global infrastructure firms. Andrew is a licensed Civil and Geotechnical Engineer in the State of California and received his Bachelors and Masters degrees in Civil Engineering from UCLA with honors, and his MBA from the Wharton School.

Zach Siviglia, PE, QSD, is President & CEO of Mark Thomas, a transportation-focused multidisciplinary engineering firm with more than 400 employees in eleven offices throughout California. Mark Thomas primarily serves the transportation market, but also works with utility, water & wastewater, parks and recreation, and municipal clients to deliver infrastructure improvements. As President & CEO, Zach is responsible for the strategic direction of the firm, as well as overall firm profitability, project delivery, client service, and employee satisfaction.
In addition to his corporate responsibilities, Zach is also an active project manager. He has partnered with clients throughout California to deliver complex transportation improvements. Some of his notable projects include leading the design of 6 miles of HOV widening and pavement rehabilitation on US 101 in Santa Barbara; the I Street Bridge Replacement in Sacramento, a $315M signature moveable bridge; and multiple segments of improvements to Highway 1 in Santa Cruz County, which include auxiliary lanes, pedestrian overcrossings, bus-on-shoulder, and rails to trails conversion.
SCAG’s 2025 Federal Transportation Improvement Program Receives Federal Approval
SCAG’s 2025 Federal Transportation Improvement Program (FTIP) has received official federal approval from the Federal Highway Administration and the Federal Transit Administration. This approval marks a significant step forward for transportation projects across the SCAG region.
The 2025 FTIP, a crucial component of the 2025 Federal Statewide Transportation Improvement Program, outlines more than 1,100 regionally significant projects totaling over $38.8 billion in transportation investments over the next six years. These projects include vital highway, transit, rail, bus, and active transportation improvements.
FTIP projects align with the goals of SCAG’s Connect SoCal 2024 Regional Transportation Plan/Sustainable Communities Strategy, which focuses on enhancing mobility, creating livable communities, supporting a sustainable economy, and improving environmental quality.
This approval ensures that the SCAG region is on track to address transportation needs and meet long-term goals. SCAG looks forward to continuing work with local, state, and federal partners to deliver these critical investments for Southern California’s communities.

OCTA Board Selects Supervisor Doug Chaffee as 2025 Chair
The OCTA Board of Directors unanimously selected Doug Chaffee to serve as the Chairman of the Board at its meeting on Jan. 13, 2025.
The OCTA Board also selected Jamey Federico to serve as vice chair and administered the oath of office to six directors for new four-year terms.
Chaffee, who is also the Fourth District Supervisor for Orange County, replaces outgoing Chair Tam T. Nguyen, who remains on the Board as one of two public members.
“I am honored that my colleagues have entrusted me to lead the OCTA Board of Directors and I look forward to working together to continue providing an efficient, balanced and sustainable transportation network that serves the needs of everyone who lives, works and visits Orange County,” said OCTA Chair Chaffee.
As a member of the OCTA Board of Directors since 2019, Chaffee has played a strong role in advancing key transportation initiatives for Orange County. Throughout his career, he has worked to improve public infrastructure and advocate for projects that enhance the quality of life for Orange County residents.
As chair of the OCTA Board, Chaffee will guide efforts to expand transportation choices, ease traffic congestion, and keep Orange County moving smoothly.
Chaffee’s selection comes at a pivotal time for OCTA, as the agency works on a range of projects designed to address the growing and diverse transportation demands of one of the nation’s most populous counties.
Chaffee first held public office in 2012 when he was elected to the Fullerton City Council, where he served as Mayor in 2018. Prior to joining the Council, he served as Vice Chair of the Fullerton Planning Commission and is past president of both the Fullerton United Way and Sunrise Rotary Club.
Chaffee served on the board of the North Orange County YMCA and the Advisory Board of Fullerton Interfaith Emergency Service. He is a member of Friends of Jazz and the Sierra Club and was a past recipient of the Mr. YMCA award.
In addition to his public service, Chaffee is a business attorney, practicing law for more than 40 years.
Chaffee is a graduate of Fullerton Union High School and graduated with a bachelor’s degree in economics from the University of Redlands and a law degree from the Northwestern University School of Law. He and his wife, Paulette, have two adult sons, both raised in Fullerton.
Chaffee is also serving as chair of the Metrolink Board of Directors this year.
The OCTA Board also named Jamey M. Federico to serve as vice chair. Federico is the Mayor of Dana Point and has served on the OCTA Board of Directors since 2023.
Federico was sworn in to begin a new four-year term on the OCTA Board, along with directors Mike Carroll, an Irvine City Councilman; Jon Dumitru, an Orange City Councilman; Patrick Harper, a Fountain Valley City Councilman; Fred Jung, Fullerton Mayor; Janet Nguyen, Orange County’s First District Supervisor; and Donald P. Wagner, Orange County’s Third District Supervisor.
The OCTA board is comprised of 18 members, including the five county supervisors, two members from city councils in each of the five supervisorial districts, two public members and the Caltrans District Director serves in a non-voting ex-officio capacity.
Port of Hueneme Honored for Innovative Fish Landing Project
The Port of Hueneme and the Ventura Port District were honored to receive the Ventura Chamber’s 2024 Poinsettia Innovation Award for the Commercial Fish Landing Modernization Project.
This project will relocate the Port of Hueneme’s commercial fishing facilities to Ventura Harbor, enhancing cargo efficiency at the Port of Hueneme while developing a brand-new facility to increase squid landing capacity at Ventura Harbor.
The project highlights both agencies’ commitment to ensuring Ventura County remains a competitive and thriving hub for commercial fishing and commerce.
