Eugene D. Seroka
Executive Director
Port of Los Angeles

Gene Seroka is the Executive Director of the Port of Los Angeles, the busiest container port in North America. Nominated by Los Angeles Mayor Eric Garcetti on May 27, 2014 and confirmed by the Los Angeles City Council on June 11, 2014, the Port of Los Angeles has experienced historic, record-breaking performances since his appointment.

Since the beginning of the COVID-19 pandemic, Seroka—who lived in China during the 2002-2004 SARS epidemic—has led the Port of Los Angeles’ response to the global health crisis, keeping cargo flowing as an essential service to the nation.

In March 2020, Mayor Garcetti named Seroka the Chief Logistics Officer for the City of Los Angeles, while concurrently serving as the Port’s Executive Director. Seroka also leads the Logistics Victory Los Angeles (LoVLA) response effort that assists in getting critical personal protective equipment (PPE) and emergency supplies to healthcare workers and others throughout the supply chain. In December 2020, Supply Chain Dive named Seroka Executive of the Year for his leadership throughout the pandemic.

As Executive Director, Seroka interacts with a wide range of stakeholders, including Port customers around the globe, industry partners, elected and appointed officials at all levels, business leaders and local residents. A respected global trade expert, Seroka has advocated for rules-based trade agreements that benefit American exporters and manufacturers.

As chief of America’s top port, he is responsible for managing a more than $1.6 billion budget, advancing major capital projects, growing trade volumes and promoting innovative, sustainable practices that strengthen the region’s economy. Under his direction, the Port has taken a leadership role in adopting cutting-edge technologies to improve the reliability, predictability and efficiency of the flow of cargo across global seaborne trade, including the launch of the digital information portal Port Optimizer™ and companion data tools The Signal and The Return Signal.

While serving as Executive Director, Seroka has been appointed to serve on four federal committees to enhance the speed and efficiency of cargo movement and supply chain optimization, including the U.S. Department of Commerce Advisory Committee on Supply Chain Competitiveness, U.S. Maritime Administration Marine Transportation System National Advisory Committee, Federal Maritime Commission Supply Chain Innovation Team and U.S. Department of Transportation Bureau of Transportation’s former Port Performance Freight Statistics Working Group. He currently serves as Chair of the California Association of Port Authorities and on the Board of the American Association of Port Authorities.

Seroka brings more than 33 years of experience in shipping, global logistics and executive management. After several key overseas positions for American President Lines (APL) Limited, he returned to the U.S. in 2010 to become President – Americas for the shipping line in Phoenix where he managed APL’s Liner Shipping business, including 1,000 employees, and was responsible for all commercial, port terminal, intermodal, land transportation and labor activities throughout the region.

Seroka joined APL in 1988 as a sales support representative in the company’s Cincinnati office after earning an MBA and Bachelor of Science in Marketing from the University of New Orleans. Over the years, he has held various positions in sales and management with increasing responsibility and high-level assignments all over the world. Throughout his career, he played a key role in global marketing and corporate strategies for APL.

Seroka’s first overseas posting was in Shanghai where he served as Director of Sales and Marketing for North and Central China from 1999 to 2003. He then moved to Jakarta where he was President Director of PT APL and APL Logistics in Indonesia for two years before relocating to Singapore in 2005 to become Vice President of APL Logistics’ business units in 26 countries in the company’s Asia/Middle East and South Asia regions. From 2008 to 2010, he served as Vice President for APL and APL Logistics Emirates LLC in Dubai where he managed APL’s business in the Middle East and East Africa Region.


OCTA Board Taps Jamey M. Federico to Serve as 2026 Board Chair

Federico, a Dana Point council member, takes the gavel from Doug Chaffee and will lead the18-member Board of Directors, which guides transportation policy for Orange County

The Orange County Transportation Authority Board of Directors at its first meeting of the new year today unanimously selected Jamey M. Federico to serve as Chair of the Board.

Federico, who serves as a Dana Point council member, replaces outgoing Chair Doug Chaffee, who remains on the Board as Orange County’s Fourth District Supervisor.

“I am grateful to my colleagues on the Board for showing confidence in me and allowing me the opportunity to serve as Chair of the OCTA Board,” Chair Federico said. “I look forward to working together to deliver transportation solutions that improve the way people move, enhance safety and support the economic vitality of Orange County.”

Federico has served on the OCTA Board of Directors since January 2023. He has been an active voice in advancing policies that emphasize accountability, fiscal responsibility and multimodal transportation options for residents, commuters and visitors alike.

As Chair, Federico will help guide OCTA’s efforts to expand transportation choices, reduce congestion and continue delivering projects that keep Orange County moving efficiently and safely.

Federico’s selection comes as OCTA continues to work on major freeway, transit, rail and active transportation investments to meet the needs of one of the nation’s most populous and diverse counties.

Federico was elected to the Dana Point City Council in November 2018 and has served as mayor and mayor pro tem. His public service has focused on infrastructure investment, public safety and responsible governance.

In addition to his elected service, Federico is a small business owner and a retired U.S. Marine Corps Lieutenant Colonel. Commissioned as an officer in 1996, Federico served nearly 22 years on active duty, including four combat tours in Iraq and Afghanistan, before retiring from active duty in 2017.

He holds a Bachelor of Science degree in Geomechanics from the University of Rochester, a Master of Business Administration from Webster University, and is a graduate of the U.S. Army Command and General Staff College. He is a life member of Dana Point VFW Post 9934 and serves on the Advisory Brigade for the Dana Point 5th Marine Regiment Support Group.

Federico and his wife, Alexis, also a former Marine helicopter pilot, live in Dana Point.

The OCTA Board also appointed Director Fred Jung, mayor of Fullerton, as Vice Chair. In addition, the Board welcomed new Director Lauren Kleiman, who is also mayor of Newport Beach, and administered oaths of office for new terms to returning directors Valerie Amezcua, mayor of Santa Ana; Stephanie Klopfenstein, mayor of Garden Grove; Carlos Leon, Anaheim council member; and Mark Tettemer, Lake Forest council member.

The OCTA Board is comprised of 18 members, including the five county supervisors, two members from city councils in each of the five supervisorial districts, two public members, and the Caltrans District Director, who serves in a non-voting ex-officio capacity.​​


RCTC Awards $156 Million for Two Major Regional Projects to Enhance Safety and Connectivity

During its December 10 meeting, the Commission approved more than $156 million in construction contracts for two regionally significant projects: Mid County Parkway Ramona Expressway and SR-60/Potrero Boulevard Interchange – Phase II. These projects aim to enhance roadway safety, improve travel reliability, and support economic growth in two of Riverside County’s fastest growing regions.

“Safe and reliable transportation is the foundation of our daily lives – connecting us to school, work, and the people who matter to us the most,” said Supervisor Karen Spiegel, RCTC Chair and Vice Chair of the Riverside County Board of Supervisors. “The Mid County Parkway Ramona Expressway will address critical safety improvements in one of the most traveled corridors in our region. Phase II of the Potrero Interchange will enhance regional mobility throughout the San Gorgonio Pass. Together, these two projects will a create a safer and more connected Riverside County for us all.”

The Mid County Parkway Ramona Expressway Project will upgrade 8.6 miles of roadway between Rider Street and Warren Road in San Jacinto. Between 2017 and 2022, this heavily traveled corridor experienced numerous collisions resulting in 14 fatalities and 17 severe injuries. The project will address critical safety needs by widening the roadway to two lanes in each direction, adding a raised median, building a wildlife crossing, and constructing a new bridge over the San Jacinto River.

In the San Gorgonio Pass, the City of Beaumont has partnered with RCTC and Caltrans to deliver Phase II of the SR-60/Potrero Boulevard Interchange. The project will build a new interchange at State Route 60, realign Western Knolls Avenue, and widen Potrero Boulevard to six lanes. These enhancements will make it easier to access SR‑60 and support ongoing residential and economic growth in Beaumont and across Riverside County.

Construction for both projects will begin in early 2026. Once completed, these two projects will deliver on RCTC’s commitment to providing vital transportation infrastructure that meets the needs of our region’s rapidly growing communities.


Upcoming Toolbox Tuesday: SCAG Region Transportation Project Development Process

Join SCAG for the Feb. 10 Toolbox Tuesday session, the “SCAG Region Transportation Project Development Process.” The session will demystify the SCAG region transportation planning process, focusing on project development through the Connect SoCal Regional Transportation Plan/Sustainable Communities Strategy and the Federal Transportation Improvement Program (FTIP). SCAG staff will explain how SCAG assesses project eligibility and federal funding readiness and how SCAG aligns projects with Connect SoCal and the FTIP and related federal requirements, such as the congestion management process.
