Fran Inman
Senior Vice President, Majestic Reality Co.

Fran Inman, Senior Vice President, directs government relations and external affairs activities for Majestic Realty Co., one of the nation’s largest privately held real estate development companies. With a real estate portfolio totaling approximately 84 million square feet of commercial properties, Majestic Realty has offices in Los Angeles, Atlanta, Bethlehem, Dallas, Denver, Fort Worth, Las Vegas, Laredo, and Phoenix.

Recognized as a national leader in the global supply chain, Inman previously served on the California Transportation Commission for twelve years. Inman was also a founding member of the National Freight Advisory Committee and co-chaired the sub-committee on project delivery and operations. Inman currently serves as the chair of the board for BizFed and previously served as the chair of the board for the Los Angeles Area Chamber of Commerce and serves on the board for the California Business Roundtable. She is the chair of the San Gabriel Valley Economic Partnership (SGVEP). She is a current board member of the Coalition for America’s Gateways and Trade Corridors.

Also recognized as a leader in the philanthropic community, Inman is the founding president of the Majestic Realty Foundation. Established in 2002, the Majestic Realty Foundation provides grants and other support to various charitable community partners that work the areas of youth, family, education, health, and violence prevention in the communities where Majestic Realty Co. does business.

Inman further demonstrates her commitment to active community engagement through her service as board member and former board chair of THINK Together, a nationally recognized non-profit providing extended learning programs that serve more than 150,000 at-risk and low-income students daily across California. She serves as Vice Chair of the board of QueensCare, a $480 million foundation dedicated to providing healthcare for the underserved.

A graduate of California State University, Fullerton, Inman holds both a BA and an MBA in finance. In 2010, Inman was awarded an Honorary Doctorate of Business Administration from Woodbury University. She was recently awarded the Peter Drucker Award for Excellence in Logistics and the California Trucking Association Annual Leadership in Logistics Award.

Sarah Catz
Researcher, Institute of Transportation Studies
UC Irvine

Sarah L. Catz is a researcher at the Institute of Transportation Studies at the University of California, Irvine, where she also serves as a lecturer in the Urban Planning and Public Policy Department. In addition, she is a member of the UC Institute of Transportation Studies Board of Advisors.

With over twenty-five years of experience, Sarah has established herself as a leading authority in transportation, infrastructure, and public policy. She has played a pivotal role in shaping critical transportation and infrastructure projects at both local and state levels. Her public service includes serving as California’s Acting Deputy Secretary of Transportation and as project manager for the Commission on Building for the 21st Century—a statewide infrastructure commission overseeing projects in water, transportation, housing, facilities, and technology. During her tenure with the State of California, Sarah was instrumental in securing state funding for essential infrastructure initiatives, including major rail projects in Southern California.

Sarah’s impact extends to regional transportation governance. She spent ten years on the Board of Directors of the Orange County Transportation Authority, including service as Chairman of the Board. She was also a founding member and two-term chairperson of the Board of Directors of the Southern California Regional Rail Authority (Metrolink). Her leadership has helped shape the future of mobility in the region.

Beyond her work in transportation, Sarah has contributed significantly to civic and policy discourse. She is a past chair of the Orange County Forum, a nonpartisan organization that brings together the Orange County civic community to discuss public policy issues with distinguished speakers and national leaders. She also serves on the Mobility 21 Advisory Board.

Sarah’s achievements have been widely recognized. She has received the “OC Woman of Achievement” Award from the League of Women Voters of Orange County and was named one of “10 Women Making a Difference in Orange County” by OC Metro Magazine. She is the recipient of the California Transportation Foundation’s Tranny Award for “Citizen of the Year” and has been honored three times as “Woman of the Year” by the Orange County Chapter of WTS.

Sarah holds a law degree from the University of Santa Clara and a bachelor’s degree from George Washington University.

Electric Vehicle Charging with Microgrids

VCTC introduces Tap2Ride, an Easier Way to Pay Fares on Intercity Buses

No cash or bus pass? No problem. Riders can now use contactless debit cards, credit cards and mobile wallets to board VCTC’s blue buses

The Ventura County Transportation Commission (VCTC) is excited to announce that Tap2Ride, a new contactless fare payment system, is now available on its Intercity service buses.

With Tap2Ride, passengers no longer need cash or a bus pass to ride VCTC Intercity buses. The Tap2Ride fare payment system accepts contactless-enabled Mastercard and Visa cards, plus Apple Pay, Google Pay and Samsung Pay mobile payment systems.

VCTC officially launched Tap2Ride on June 23.

Passengers on VCTC Intercity buses will see yellow payment readers with the “contactless payment” symbol as they board. Riders simply tap their card or device below the symbol then wait for the green “Go!” screen to confirm payment.

Currently, Tap2Ride is available only on VCTC Intercity’s blue buses. VCTC is working with Ventura County’s other transit operators to install Tap2Ride technology on every fixed-route bus in the county. That process is expected to be completed by the end of the year or early 2026.

The Tap2Ride system makes it easier for more people to ride VCTC Intercity buses. Passengers no longer need to carry exact change or put money on a bus pass card.

Tap2Ride users can also save money the more they ride VCTC Intercity. When paying through Tap2Ride, users will be eligible for pay as you go or “fare capping” discounts. The Tap2Ride system “caps” the amount a passenger pays when riding during a set period to mirror the same discount as a 31-day pass without the upfront cost of purchasing one.

VCTC Chair and Simi Valley Mayor Pro Tem Mike Judge said: “The Tap2Ride system is an important step toward making public transit easier to use and more accessible to everyone in the community. We look forward to bringing the Tap2Ride system to the rest of the county’s transit systems soon.”

VCTC Executive Director Martin Erickson said: “At VCTC, we are continuously focused on reducing barriers to using public transit. The Tap2Ride payment system eliminates the need to have cash on hand or purchase a bus pass in advance. Riders can simply board, tap their card or device and go!”

Passengers who choose not to use Tap2Ride can still use traditional forms of payment, including cash and the VCbuspass card. VCbuspass is accepted by all of Ventura County’s transit operators. Reduced fares that are currently available on VCTC Intercity, such as for riders age 65 and older, are not yet available using the Tap2Ride payment system but will be available soon.

Riders without access to a bank-provided contactless card or access to a bank account are encouraged to seek assistance through the Bank On national platform, which is led by the nonprofit Cities for Financial Empowerment Fund (CFE Fund). Bank On has partnered with more than 100 bank branches across Ventura County. More information about Bank On and a full list of Ventura County partner banks can be found on the Tap2Ride page on VCTC’s website at goventura.org/pay.

Funding for Tap2Ride on VCTC Intercity buses comes from a state Solutions for Congested Corridors Program (SCCP) award received by the Santa Barbara County Association of Governments (SBCAG), VCTC’s partner on the Intercity Coastal Express route. The SCCP was created by the Road Repair and Accountability Act of 2017 (SB 1).

Birds-eye view of the new 71/91 Connector

New 71/91 Interchange Opens, Improving Travel and Connectivity in Riverside County and Beyond

Over the past two years, the residents of the Corona, Chino, and Chino Hills communities – and countless travelers on the 71 and 91 – have seen the impressive 71/91 connector take shape. After the recent weekend closure of the eastbound 91 Green River Rd. on-ramp, where crews safely performed a traffic switch to get the new connector and on-ramp ready for vehicles, the new interchange is now open to motorists!

Crews opened the new eastbound 91 to northbound 71 connector to highway traffic on Saturday morning, June 21, and the realigned on-ramp on Monday, June 23.

Construction of the 71/91 Interchange Project began in January 2023. As part of the project, crews built a new eastbound 91 to northbound 71 connector bridge that spans over the 91 and Santa Ana River. This new, two-lane direct connector replaces the old single-lane loop connector. The existing eastbound 91 Green River Rd. on-ramp was also realigned to provide direct access to the new northbound 71 connector and eastbound 91 general purpose lanes. Crews also constructed a new eastbound 91 auxiliary lane for improved access and merging with the new connector.

During construction, crews excavated 400,000 cubic yards of roadway, used over 9 million pounds of rebar, constructed over 4,000 cubic yards of retaining walls, and are expected to pour over 36,000 cubic yards of concrete by the end of the project. The new connector measures an impressive 100 feet in height and 2,500 feet in length.

The new, non-tolled connector is designed to improve safety, expand access to other modes of travel, reduce greenhouse gas emissions, and enhance traffic flow – providing long-lasting benefits to Riverside County residents and the greater southern California region. The project will also support continued movement through this area by native wildlife such as mountain lions, bobcats, and coyotes.

Funding for the $137 million project was provided by federal, state, and local sources, including Measure A; the twice voter-approved sales tax measure for transportation improvements in Riverside County. The delivery of this project further advances RCTC’s goal to improve mobility for the people of Riverside County.


SCAG Publishes Two Reports on Access to Economic Opportunity in Southern California

SCAG recently published two new reports that examine the region’s economic landscape and propose strategies to expand access to quality jobs, career training, and long-term economic mobility—particularly for communities historically underrepresented in the workforce.

The “Addressing Barriers to Economic Opportunities” and “Apprenticeships: Expanding Economic Opportunities in Southern California” reports offer data-driven insights and actionable recommendations for building a more inclusive regional economy.

The “Addressing Barriers to Economic Opportunities” report identifies and quantifies structural challenges that limit access to economic opportunity across Southern California, such as lack of affordable housing, limited access to reliable and affordable transportation, skills mismatch, and inadequate access to affordable child and family care. The “Apprenticeships: Expanding Economic Opportunities in Southern California” report explores how apprenticeship programs can address workforce gaps and provide meaningful, debt-free pathways for job training and employment opportunities.
