Ali H. Mir
Senior Vice President, Southern California Transportation Business Line Leader, WSP

At WSP, Ali Mir leads the transportation architecture and engineering design practice for Southern California. His team of over 100 design professionals serves federal, state, regional and local multi-modal transportation, planning, and public works agencies. The clients Ali and his team serve are located throughout Los Angeles, Ventura, Orange, Riverside, San Bernardino and San Diego Counties.

Ali has more than 20 years of professional experience managing and directing transit, transportation, land use, and real estate development projects. He has led projects through feasibility studies, alternatives analyses, locally preferred alternative selection, advanced conceptual engineering, National Environmental Policy Act (NEPA)/California Environmental Quality Act (CEQA) clearances, and oversight during final design/construction.

He has overseen projects for a variety of transit and transportation clients throughout California and the Pacific Northwest, including multiple projects with and for the Los Angeles County Metropolitan Transportation Authority, Orange County Transportation Authority, Los Angeles World Airports, Riverside County Transportation Commission, Southern California Regional Rail Authority, Caltrans and the California High-Speed Rail Authority. In addition, Ali has extensive inter- and intra-agency coordination, community outreach, and consensus-building experience for a broad range of projects, including work with and on behalf of the Federal Transit Administration and Federal Railroad Administration.

Ali grew up in Riverside County prior to moving to Los Angeles to study at the University of Southern California. He has spent his entire professional career working with and for public agencies in California, Nevada, Arizona, Oregon and Washington.

Ali currently serves as a member of the Board of Governors of the Los Angeles Area Chamber of Commerce and as an Advisory Board Member of the METRANS Transportation Consortium. He holds a Bachelor of Science in Planning, Policy, and Development with an emphasis in Urban Design from the University of Southern California.

Ali resides in the City of Los Angeles with his two children. He enjoys surfing and supporting the Lakers, Dodgers, Kings, Sparks, Los Angeles Football Club, and Angel City Football Club.

Dennis Rodriguez
Vice President of California Growth Markets, Parsons

Dennis Rodriguez serves as the Vice President for California Growth Markets for Parsons (NYSE: PSN). Dennis is responsible for working with Parsons’ California Business Development team to focus on growth markets in the state, including rail/transit, water/wastewater, aviation, and electrification. Dennis is also leading special initiatives and focus pursuits in California for Parsons, including the recent LA Wildfires, the 2026 World Cup in California, and the 2028 LA Olympics and Paralympic games. Dennis started his career in infrastructure in 2003 by working at Los Angeles City Hall as an Economic Development Deputy for former Los Angeles City Councilmember Bernard Parks. Since then, Dennis has honed his engagement with Infrastructure by working as a Business Development Director for two other top tier engineering / construction firms, Siemens and Black and Veatch, in helping to drive infrastructure development in California as well as other parts of the Western U.S. For Black and Veatch, Dennis led all design-build business development across the Western U.S. And while at Siemens, Dennis was responsible for establishing Siemens’ public sector business development approach in the Western U.S., building out and leading regional teams, and establishing relationships with key state, city, and regional decision makers.

Active in his communities over the last two decades, Dennis has served on numerous boards and organizations, including the Los Angeles Chamber of Commerce, the Bay Area Council, the Central City Association, the Los Angeles Neighborhood Initiative (LANI), the Friends of Expo Center, the Los Angeles Business Council, the San Diego Chamber of Commerce, the Phoenix Chamber of Commerce, and as a fellow to the Jesse Unruh Institute of Politics at USC. Dennis is a proud graduate of the California State University of Northridge and Notre Dame Law School.

Transportation Corridor Agencies, Operators of The Toll Roads, Expands Compatibility Connecting The Toll Roads Accountholders to Toll Roads in North Texas

The Toll Roads Customer Accounts Now Compatible with North Texas Tolling Facilities

Transportation Corridor Agencies (TCA), operators of The Toll Roads, is pleased to announce it has launched one-way interoperability with North Texas Tollway Authority (NTTA). The partnership allows accountholders with The Toll Roads to use tolling facilities when traveling in North Texas and have tolls billed to their account with The Toll Roads.

In tolling, interoperability allows different tolling systems to work together seamlessly, allowing drivers to use a single account or payment method to pay tolls on other toll facilities.

“Establishing interoperability outside the state of California has been a longstanding goal for TCA and now that is a reality for The Toll Roads accountholders. We are thrilled to see our cooperative agreement with NTTA come to fruition knowing tolling compatibility has been long sought after by our customers traveling out of state, specifically in the North Texas region,” shared Aliso Viejo representative Richard Hurt, Chair of the TCA Joint Toll Operations Committee. “With the NTTA agreement now in place, we are pleased to provide our customers with the added benefit of effortless travel both in California and beyond.”

“We welcome The Toll Roads accountholders, who can now seamlessly travel NTTA’s system of safe, well-maintained and time-saving toll roads,” said NTTA Assistant Executive Director of Operations Jeff Dailey.

The Toll Roads accountholders can conveniently use tolled facilities in Dallas/Fort Worth, including NTTA toll roads, TEXpress Lanes, and North East Texas Regional Mobility Authority lanes in Tyler.

12th World Trade Month Event hosted at the Port of Hueneme

Charting New Waters: Port of Hueneme Leads Global Conversation on Trade and Resiliency at 12th Annual World Trade Month Summit

President Franklin Roosevelt established World Trade Week in 1935 to recognize the importance and benefits of global trade to the local and national economy. This year, the Port of Hueneme welcomed trade partners from around the world with a focus on “Resiliency – A Path Forward” that included participation from The Department of Commerce officials, local elected officials, business leaders and consuls who shared information focused on the current state of the supply chain, the economy, and global trade.

The Port’s 12th annual World Trade Month event was held on May 16, 2025 at the FATHOMWERX lab located at the Port of Hueneme and welcomed about 150 people from around the globe with an interest and involvement in international trade.

After Stacy Lange, event emcee and Chief Commercial and Public Affairs Officer at the Port of Hueneme, called the event to order, Oxnard Harbor District Secretary Mary Anne Rooney welcomed attendees and set the tone of the event.

“We’re gathered here at the Port of Hueneme—the port that farmers built—to champion Ventura County’s role in global trade and advocate for continued partnership to strengthen our region’s international capabilities,” she said before welcoming a special delegation visiting from Ukraine to participate in the US Department of State’s International Visitors’ Leadership Program of Professional and Cultural Exchanges.

Kristin Decas, CEO & Port Director, provided an overview of port operations, the current state of the supply chain, an update on the Port’s international trade partners, and the economic impact the Port has on the region.

“Happy World Trade Day!” Decas declared before jumping into her presentation about the Port. Decas highlighted the Port’s impressive growth over the last decade, its push to reach zero emissions by 2035, new blueberry cold treatment imports, and the impact of recent tariff developments. The Port, Decas said, is ready to help customers navigate changes in US trade policy.

“The good news is we have a foreign trade zone, which allows importers to defer or avoid tariffs if they bring cargo in and ship it right back out to other parts of the world…it is a tool that can save [companies] a lot of money.”

Trade updates from the Port’s global partners from the countries of Mexico, Japan, Guatemala, Peru, and Hong Kong shared key information about how their countries’ traditional exports and emerging markets are fostering growth and investment opportunities.

Ambassador Ricardo Santana, Consulado de Mexico en Oxnard, said: “The United States is the best friend of Mexico. We are neighbors. We are partners. Mexico is the first trading partner of the United States around the world.

Naoshige Aoshima, Deputy Consul General of Japan in Los Angeles said: “Japan and the United States have very strong economic ties…and the Port of Hueneme plays a big part in it. Japan’s direct investment plays an essential role in contributing to the United States’ economic growth and prosperity.”

Vivian Gabriela Morales, Commercial Counselor, Consulate General of Guatemala in Los Angeles said: “We are especially proud that Guatemala is one of the biggest partners in fruit and vegetable trade through this little port. This achievement is not only a testament to the strength of our cultural sector but also the enduring and fruitful partnership between Guatemala and California and the United States.”

Jaime Casafranca, Consul General of Peru in Los Angeles said: “We exported $1.3 billion to California [in 2024], mainly its agricultural products…the message here is to increase this interchange of trade and export from Peru as well.”

Betty Young, Business Development Officer, Hong Kong Trade Development Council highlighted her country’s partnership with the United States, saying “In 2023, Hong Kong ranked as the seventeenth largest global market for US agricultural products.”

This year’s keynote speaker was Dr. Niree Kodaverdian, Research Manager at Beacon Economics, LLC. Dr. Kodaverdian conducts data research in key practice areas such as Public Policy Analysis and Economic, Fiscal, and Social Impact Analysis. Her lecture focused on regional, national, and global economic trends.

After a lunch break, Arazeli Penilla, Customs Compliance Manager, Driscoll’s, Frank Briseno, Sr. Director of Operations, Mission Produce, and Michael Burn, Global Sourcing Manager, Limoneira participated in a roundtable discussion on resiliency moderated by Rodriguez.
