Tom Kim

Tom Kim is HDR’s Senior Vice President and Transportation Business Group Area Leader, bringing more than 35 years of experience delivering some of Southern California’s largest and most complex infrastructure projects. He leads one of HDR’s largest programs, overseeing more than 400 transportation-focused professionals across eight offices throughout Southern California. Tom’s technical expertise and long-standing client relationships span the full breadth of the transportation market, including transit, maritime, aviation, highways and roads, and freight. He remains actively involved in several transformative regional initiatives, including LA Metro Links US project and the Port of Long Beach Pier B On-Dock Rail Support Facility Program. These landmark projects are designed to enhance mobility, advance sustainable infrastructure, and improve quality of life for surrounding communities, reflecting Tom’s deep commitment to both innovation and public impact.

A respected industry leader, Tom serves on the Advisory Board of Mobility 21. He has also held leadership roles as President of the American Council of Engineering Companies (ACEC) Los Angeles Chapter and as President of the Korean American Society of Civil Engineers.

Beyond delivering successful outcomes for clients, Tom is passionate about developing the next generation of industry partners. He is committed to mentoring and collaborating with small businesses and has supported numerous SBE, DBE, and DVBE firms across multiple projects, helping them gain valuable technical, operational, and business experience.

Tom earned a Bachelor of Science in Civil Engineering from California State Polytechnic University, Pomona, and an MBA from the University of California, Los Angeles. He is a Registered Civil Engineer in the State of California.

Art Hadnett is a Senior Vice President with HNTB, leading critical and complex infrastructure programs in rail, transit, tolling, and aviation. He plays a key role in supporting growth planning and initiatives across the region.

Art has served on the Mobility 21 Advisory Board for well over a decade and is proud on HNTB’s participation and support of this important organization that advocates at the local, state and federal levels for advancing the mobility needs of Southern California. HNTB is excited to be the Titanium Sponsor for the 25th anniversary of the Mobility 21 Summit coming this fall at the Disneyland Resort.

In a career spanning nearly forty years, Art has focused on supporting transportation agencies and their projects including the Los Angeles County Transportation Authority, Orange County Transportation Authority, SBCTA, SANDAG, Los Angeles World Airports, and the Southern California Regional Rail Authority. He has also served as president and State Representative of the Los Angeles County Chapter of the American Council of Engineering Companies. Parsons Continues to Provide Critical Rail Services for Southern California
Parsons Corporation is continuing their collaboration with the Foothill Gold Line Construction Authority to complete phase 2B2 of the Foothill Gold Line project. Parsons will provide design and construction support for the next segment of the longest linear light rail line in the world. Through this phase, Parsons will design a 2.3-mile extension from Pomona to Claremont for the Metro A Line light rail system.

By extending the A Line, light rail options will increase and open access to neighborhoods that were once limited for commuters. Parsons’ design will improve and ease commuter and visitor access between downtown Los Angeles and the eastern portion of Los Angeles County, through inexpensive transportation.

This segment, along with previous design phases, will provide innovative and sustainable solutions that reduce traffic congestion, improve air quality, and help commuters reach their destinations safely and reliably. Parsons’ rail and transit experts have helped improve connections between California communities since their founding in 1944, including celebrating the substantial completion of the most recently completed phase of the Foothill project from Glendora to Pomona in 2025.

SCAG Resilience Toolkit

SCAG Publishes New Resources for Regional Resilience

SCAG recently published new resources to support local communities with collaborative planning, information and resource sharing, and big-picture thinking to help limit effects of disasters and accelerate recovery for local communities and the entire Southern California region.

The SCAG Regional Resilience Toolkit shares resources and information to support Southern California communities, cities, and counties with resilience planning. The toolkit is intended for use by any jurisdiction in Southern California, regardless of size, population, experience in resilience planning, or direct encounters with the shocks and stressors of the current age.

The “Water Resolution White Paper” evaluates shared water management challenges and identifies opportunities for stronger coordination, investment, and technical support across jurisdictions.

OCTA Improvements

OCTA, Working in Partnership with Caltrans, Makes Significant Progress on SR-91 Improvements One Year Later

A year after breaking ground on the SR-91 Improvement Project, significant progress is being made on construction along one of Orange County’s busiest freeways for people traveling to and through Anaheim, Fullerton, Orange, Placentia and Yorba Linda.

The $779 million project, led by the Orange County Transportation Authority in partnership with Caltrans, is funded by OCTA’s Measure M half-cent sales tax program, reinvested toll revenue from those who use the 91 Express Lanes, and state and federal funds.

The project is broken up into three construction segments stretching approximately between SR-57 and SR-55. In the segment at the SR-91/Lakeview Avenue interchange, crews recently put into place a new traffic configuration that helps enhance safety, reduce merging conflicts and improve access between SR-91 and SR-55.

New Westbound SR-91 On-Ramp at Lakeview Avenue

As of early March, the existing westbound SR-91 loop on-ramp at Lakeview Avenue was permanently closed. Now, drivers traveling northbound and southbound on Lakeview Avenue use a new temporary signalized intersection to access the westbound SR-91 straight on-ramp. Northbound drivers will turn left at the signal to access the on-ramp, while southbound drivers will turn right at the signal.

In addition, the eastern side of the Lakeview Avenue bridge will be closed to pedestrians through August 2026. The western sidewalk remains open.

Overall, The SR-91 Improvement Project is enhancing 6.6 miles of SR-91 through Anaheim, Fullerton, Orange, Placentia and Yorba Linda. Up to 321,000 vehicles travel this stretch daily, and that number is expected to grow.

The project, which broke ground in early March 2025, is designed to reduce congestion and improve travel times, improve freeway interchange connections, and reduce weaving and merging.

The project will also reconstruct key overcrossings with enhanced safety features and amenities for pedestrians and cyclists. The improvements are expected to be completed by 2030.

Government Affairs Committee Hosts Assemblymember Diane Dixon

OCBC’s March Government Affairs Committee meeting featured Assemblymember Diane Dixon, who represents California’s 72nd Assembly District. Dixon provided updates on several issues affecting Orange County, including her legislative priorities for 2026. She highlighted proposals aimed at improving e-bike safety and discussed broader policy challenges facing the region, including public safety, PAGA reform, transportation and the overall business climate.

OCBC also recognized Assemblymember Dixon as one of OCBC’s 2025 Legislators of the Year, reflecting her commitment to advancing policies that support economic growth and a strong business environment. OCBC looks forward to continued collaboration with Dixon’s office on issues impacting Orange County and the state.
